The project of the Civic Center establishes a mediation between the open system of the park and the boundary of the historical buildings of the Isola district . The margins of this boundary are strongly influenced by the urban faceting of  neighborhood towards the park , by the consistency of pre-existing and new constructions planned of the Garibaldi Isola district. The project area is not totally occupied by the building that defines , with its net margins , new open spaces in synergy with the existing one. The new empty spaces trace the relationship between the size of the park and the consolidated city area . These spaces of mediation, to be characterized like places, they need defined spaces in order to enable an open dialogue towards the city and the park. The building with its compact shape is compressed on the edges of the area and there are areas that create the system of spatial transition between the built and the green of the park system . The exterior facade is composed of  recycled materials, which refer to the Milan tradition materials. The facade  becomes the story and memory of the city .
The selected building systems allow for maximum environmental sustainability a lower energy consumption due to the choice of materials used too.
