The project of the New Building of the Province of Parma involves the construction a single building manufacturing in two wings connected to each other. The articulation of the volumes of the intervention provides a lower body to the south and a higher parallel to the north, connected, but properly spaced to allow an optimal irradiation and extended south facades, the minimization of "shadowing" on external walls; favorable exposure to prevailing winds from the hilly area, a greater possibility of inclusion of screening elements  along the southern edges. The intention of the project is to create an "intelligent building envelope", through technological solutions and coating, to adapt actively and passively to various weather conditions outside and inside. The shell casing, for example, are to be realized with the technique "roof garden" with low maintenance to reduce the weight of buildings, solar reflections and thus effect "heat island", due to mass displacement. The external walls and their arrangement are functional perimeter to contain the energy losses and to ensure maximum comfort of the interior light and heat. The facades South, in particular, are composed of the external cladding in the shaped elements of glazed clay having a function of solar shielding than behind glass panels, which often are shaped in such a way as to allow the prevalence of illumination side than that in direct offices. It involves the use of materials that can be easily separated during demolition selective and which do not require complex operations for their transformation, with the minimum use of chemical-based products and with particular attention to emissions during the production process.
